Argentina's National Public Administration procures goods and services through COMPR.AR (comprar.gob.ar) and public works through CONTRAT.AR, both administered by the Oficina Nacional de Contrataciones (ONC). Suppliers register in SIPRO (Sistema de Informacion de Proveedores) via an online pre-inscription form on COMPR.AR followed by full inscription through the Tramites a Distancia (TAD) portal using an AFIP fiscal key (Clave Fiscal). A foreign company is NOT required to establish a local entity or have a CUIT to bid. Per Decreto 1030/2016 and the Pliego Unico (Disposicion 63/2016, art. 4), foreign bidders (oferentes/adjudicatarios extranjeros) are exempted from the obligation to be incorporated in SIPRO. However, per the same article they must still complete the online pre-inscription (preinscripcion) on COMPR.AR to be able to submit offers electronically. Foreign suppliers lacking a CUIT are deemed eligible to contract by presenting the Declaracion Jurada de Habilidad para Contratar con la Administracion Nacional (Pliego Unico art. 25). Foreign suppliers must constitute a special domicile (domicilio especial) for the procedure, which may be located abroad (Pliego Unico art. 9). Note: a local branch (sucursal en el pais) presenting as bidder may still be required to incorporate into SIPRO. Foreign firms may optionally obtain a CDI (Clave de Identificacion) from ARCA/AFIP for tax identification, but it is not a stated prerequisite to bid.
All suppliers who wish to submit offers must complete the electronic pre-inscription form in the SIPRO section of the COMPR.AR portal, selecting the form corresponding to their entity type (persona humana, persona juridica, cooperativa/UT). Foreign suppliers exempted from full SIPRO incorporation must still complete this pre-inscription to be able to offer through COMPR.AR.
After pre-inscription, domestic suppliers (and any not exempted) access the Tramites a Distancia (TAD) portal, log in with an AFIP Clave Fiscal (fiscal key of the company's authorized representative, or CUIT + clave fiscal for individuals) and select the 'Inscripcion Proveedor' procedure to upload required supporting documentation. Foreign bidders exempted from SIPRO incorporation do not complete this full inscription step but are deemed eligible via the sworn declaration.
The Oficina Nacional de Contrataciones reviews the submitted documentation and finalizes the supplier's registration in SIPRO. Pre-inscribed suppliers may upload offers in procurement processes, but full inscription (status 'Inscripto') is a condition that must be met at the time of pre-award (preadjudicacion).
Foreign suppliers must constitute a special physical and electronic domicile for the selection procedure (may be located abroad, in which case lack of domicile/representation in Argentina is declared by sworn statement). Foreign suppliers lacking a CUIT are deemed eligible to contract with the National Administration by presenting the Declaracion Jurada de Habilidad para Contratar con la Administracion Nacional.
