Central portal, but no vendor registry — you qualify per tender

How to register as a government contractor in Finland

Finland runs public procurement under the EU directives and its national Act on Public Contracts and Concessions (1397/2016). There is no standing central vendor registry: suppliers are not pre-registered or pre-qualified, and instead qualify per-tender. Contract notices above the national threshold are published on the central HILMA portal (hankintailmoitukset.fi), and above-EU-threshold notices are additionally published to EU-wide TED. For EU-level procurements the contracting authority requires an ESPD self-declaration of eligibility; bids are submitted through the e-tendering system named in each notice (HILMA links to systems such as Cloudia/Tarjouspalvelu and the state's Hanki).

There is no standing vendor registry to pre-register with. You create a free account on the central tender portal for access, then prove your eligibility separately for each tender via a self-declaration (the ESPD / European Single Procurement Document). Below is exactly how.

Find opportunities on HILMA (and TED for EU-level)

HILMA (hankintailmoitukset.fi) is the official national channel for public procurement notices in Finland. Contracts exceeding the national and EU thresholds must be advertised on HILMA; EU-level (above-EU-threshold) notices are also published on the EU-wide TED portal. Notices are publicly viewable without any account. There is no standing supplier registration on HILMA to view or become eligible for tenders.

Identify whether the procurement is national- or EU-level

National thresholds (Act s.25, effective 1 Jan 2017): supply/service EUR 60,000; works EUR 150,000; social/health services EUR 400,000. EU thresholds (Act s.26, effective 1 Jan 2026): supply/service EUR 140,000 (central government) or EUR 216,000 (other authorities); works EUR 5,404,000. EU-level procurements use the strictest procedures, longer tender periods, publication to TED and the ESPD; national-level procurements use lighter procedures. Below the national threshold there is no HILMA-publication obligation and no right of appeal to the Market Court.

Register on the e-tendering system named in the notice and prepare the ESPD

There is no central vendor registry; qualification is per-tender. Each notice states the e-tendering system used for bid submission (e.g., Cloudia/Tarjouspalvelu, or the state's Hanki), where the supplier creates an account for that tender. For EU-threshold procurements the contracting authority must require the European Single Procurement Document (ESPD) under the Procurement Act (s.87), a standardized self-declaration that the tenderer meets the eligibility/exclusion conditions; the same ESPD format is used across all EU/EEA countries. Actual certificates/evidence are normally requested only from the tenderer in line to win.

Submit the tender before the deadline

Submit the bid through the e-tendering system indicated in the notice, before the stated deadline. Award is made on either the most economically advantageous tender against predetermined weighted criteria, or the lowest price. EU-level procurements provide the broadest bidder rights, including recourse to the Market Court.

Common pitfalls & restrictions

Assuming a one-time central registration makes you an approved vendor: it does not exist in Finland; you must respond to each tender individually and, for EU-level calls, complete a fresh ESPD. Missing that bid submission happens on the separate e-tendering system linked from each HILMA notice (not on HILMA itself). Below the national threshold there is no publication obligation and no Market Court appeal right, so low-value opportunities may not appear on HILMA.
