Greece runs public procurement through the National Electronic Public Procurement System, known by its Greek acronym ESIDIS (ESIDIS / EEDIS), hosted on the central Promitheus portal at promitheus.gov.gr. The portal is the single gateway to notice publication, the KIMDIS central registry, and the electronic tender modules where economic operators submit offers. Since the 2025 reform (Law 5218/2025), electronic submission through ESIDIS is compulsory for essentially all tender procedures above EUR 30,000 (excluding direct awards). An economic operator must register on Promitheus as a supplier/financial entity BEFORE it can submit an electronic offer, and every submission must be signed with a qualified electronic signature compliant with eIDAS (Regulation (EU) 910/2014). Participation itself is governed by EU non-discrimination principles: firms from any EU/EEA Member State may bid on equal terms with no requirement to set up a Greek company or branch. For each individual tender the bidder submits the European Single Procurement Document (ESPD; in Greek EEES), an electronic self-declaration of eligibility. The single biggest practical failure point for foreign bidders is administrative: a missing or expired qualified e-signature certificate, or an incomplete ESPD, rather than the substance of the offer.

No Greek registered company or branch is required to bid. Under EU free-movement and non-discrimination principles reflected in Law 4412/2016 (transposing 2014/24/EU), economic operators established anywhere in the EU/EEA may participate in Greek tenders on equal terms with Greek firms. Non-EU/EEA firms may participate where an international agreement grants access (e.g. the WTO Government Procurement Agreement, or an EU trade/association agreement) with their country. What IS required of a foreign bidder is procedural, not corporate: it must register as an economic operator on the Promitheus/ESIDIS platform and hold a qualified electronic signature from an eIDAS-listed EU trust service provider in order to submit an offer. A foreign operator that already has a Greek Tax Registration Number (AFM) and TAXISnet credentials registers using those; the ESIDIS FAQ describes registration via the 'Register as a financial entity' link on promitheus.gov.gr but does not spell out the exact path for a foreign entity with no Greek AFM, which a human should confirm.
Confirm your firm may participate: EU/EEA operators participate on equal terms with no local entity; non-EU/EEA firms need a qualifying international agreement (e.g. WTO GPA). Search notices on the Promitheus portal (and, for above-EU-threshold contracts, TED / Tenders Electronic Daily). Read the specific tender documents ('diakiryxi') for the requirements, deadlines and the ESIDIS system number under which offers must be submitted.
All documents submitted through ESIDIS must bear a qualified (or at least advanced) electronic signature compliant with eIDAS Regulation (EU) 910/2014. The signing certificate must be issued by a Trust Service Provider on the EU Trusted List (Greek providers such as HARICA or ADACOM are common, but any EU-Member-State qualified provider is equally valid). Per the ESIDIS FAQ, the certificate is created and stored on a secure device (USB token) which must be correctly installed on the signing PC.
On www.promitheus.gov.gr use the 'Register as a financial entity' link, provide the required company information and accept the terms of use. Operators that hold a Greek Tax Registration Number (AFM) authenticate with the username and password they already have for the TAXISnet system of the General Secretariat of Information Systems. Once identification is made, the registration is approved by the Planning and Data Department of the Procurement Policy Directorate. Registration is a prerequisite to submitting any electronic offer.
For each tender the bidder completes the European Single Procurement Document (ESPD; in Greek Europaiko Eniaio Enggrafo Symvasis, EEES), an electronic self-declaration that it meets the exclusion and selection criteria set in the tender documents. Every participant must submit an ESPD when submitting alone, as a consortium member, or as a subcontractor whose capacity is being relied upon. Only the prospective awardee is later required to produce the supporting supon-request certificates.
Log in to the ESIDIS tender module for the specific procedure, upload the technical, financial and administrative parts of the offer as required by the tender documents, apply the qualified electronic signature to the documents, and submit before the electronic deadline. Since Law 5218/2025, electronic submission via ESIDIS is mandatory for essentially all procedures above EUR 30,000 (direct awards excepted). Late or unsigned submissions are rejected by the system.
