Ireland has no standing 'approved supplier' register or up-front vendor qualification regime. Instead, all Irish public bodies must advertise their contract opportunities on eTenders, the single national electronic tendering portal operated for the Office of Government Procurement (OGP). Companies (Irish and foreign) create a free eTenders economic-operator account to find opportunities, register interest, ask clarification questions, and submit bids electronically. Suitability, financial standing and exclusion grounds are self-declared per tender via the European Single Procurement Document (ESPD/eESPD) for above-EU-threshold procedures, not through a one-time supplier registry. Foreign companies are eligible; EU/EEA firms are treated equally under EU non-discrimination rules, and suppliers from WTO GPA / EU-agreement countries get equal access to covered contracts.

No Irish company registration (CRO number), Irish tax registration, or local establishment is required to create an eTenders account or to submit a bid. eTenders registration is free and open to businesses worldwide. EU/EEA economic operators are treated equally and may not be discriminated against based on their place of establishment. Non-EU/EEA suppliers can register on eTenders regardless of origin, but their equal-treatment RIGHT to bid on above-threshold contracts depends on being from a country covered by the WTO Government Procurement Agreement (GPA) or another international agreement with the EU (Regulation 25). Suppliers from 'non-covered' countries with no such agreement do not have guaranteed equal access. Note: the utilities sector (S.I. 286/2016 / Directive 2014/25) permits rejection or de-prioritisation of bids where non-EU content exceeds 50% in certain sub-sectors. A winning bidder may be asked at contract stage to provide tax clearance and to be able to satisfy local tax/VAT obligations, but this is a per-tender/post-award matter, not a pre-registration requirement.
Go to etenders.gov.ie and choose 'Register a Supplier (I want to respond to a Tender)'. Registration is free and open to any business worldwide with no requirement for an Irish company number. Provide your legal business name, address, primary contact, and set login credentials.
Confirm your account via the verification email (check spam). Complete your profile including classification codes (CPV/NACE) reflecting your goods/services so the system can surface relevant opportunities and alerts. A complete profile means routine documents can be held on file rather than re-uploaded per tender.
Search current notices on eTenders and configure interest/alert profiles by category. Contracts above roughly EUR 25,000 (supplies/services) and EUR 50,000 (works) must be advertised on eTenders; contracts above the EU thresholds are additionally published on OJEU/TED.
On a relevant notice, click 'Register Interest' / express interest, then download the full tender documents (invitation to tender, specifications, pricing schedules, and any ESPD template). Review submission requirements and deadlines carefully.
For procedures above the EU thresholds, complete the electronic European Single Procurement Document (eESPD) provided on eTenders. The ESPD is a self-declaration of suitability, financial standing, and that you are not subject to exclusion grounds, used as preliminary evidence; only the intended winner is typically asked to produce the underlying certificates. All Irish public bodies must issue and accept the ESPD for above-threshold exercises.
Prepare your tender response, monitor the Clarifications/Q&A section (authority answers are shared with all participants), and submit the complete response electronically through eTenders before the stated deadline. Late submissions are not accepted.
The authority evaluates bids against the published award criteria and notifies all bidders of the outcome. For above-threshold contracts a standstill period applies before the contract is signed, during which unsuccessful bidders may seek a debrief or challenge. The intended winner may be asked to produce the evidence underlying its ESPD (e.g. tax clearance, certificates).
