Consip's Acquisti in Rete PA hosts MePA, the electronic marketplace where suppliers obtain 'abilitazione' (enablement) to a product/service category, a genuine standing vendor enablement they hold until the category call expires or is renewed. For each specific award procedure, operators additionally self-declare eligibility via the DGUE (Italian ESPD) and requirements are verified through ANAC's FVOE (Fascicolo Virtuale dell'Operatore Economico). Foreign firms (EU and non-EU) are explicitly eligible; the main hurdles are digital identity/eIDAS authentication, a qualified digital signature, and (for non-resident firms without a permanent establishment) appointing an Italian tax representative.

No Italian registered office or branch is required to participate in tenders (EU free-competition/non-discrimination principles; foreign EU and non-EU firms may bid). However, to be ENABLED on MePA, a foreign economic operator that is not resident in Italy and has no permanent establishment must appoint a tax representative in Italy (by public deed, registered private writing, or a letter noted in a specific register); foreign firms must register under the 'Impresa' category. Firms from countries on the Italian Ministry Black List (Decrees 4 May 1999 / 21 Nov 2001) require prior authorization under the 14 Dec 2010 Decree.
The legal representative needs a means to authenticate to the platform: SPID L2/CIE/CNS if Italian, or the home-country eID via the eIDAS node for EU operators; users from non-EU/non-eIDAS countries use an alternative LoA2 authentication. A qualified digital signature compliant with EU/Italian standards (certificate from an AGID-accredited or EU-listed certification authority) is required to sign platform documents and is mandatory to be enabled as an Ordering Point.
On www.acquistinretepa.it click 'Accedi e Registrati'. Enter personal data and contacts (mobile phone mandatory); if you have no Italian fiscal code you may enter the fiscal/national identification number of your country of residence. Select 'Impresa' as membership type, enter the enterprise VAT number ('Partita IVA') - if the system does not find it you may register the enterprise manually - then confirm the data. You receive a User ID and set a password (8 alphanumeric chars, at least one number and one uppercase); confirm via the email link / OTP.
A foreign economic operator not resident in Italy and without a permanent establishment must, to be enabled on MePA, appoint a tax representative in Italian territory. The appointment must be made by public deed, by registered private writing, or by a letter noted in a specific register. Foreign firms are enabled under the same rules as Italian firms with this additional condition (electing tax domicile in Italy).
After registration, review the Technical Specifications ('Capitolato Tecnico') in the specific 'call for qualification' (bando di abilitazione) for the goods/service category of interest, verify your products/services are eligible, then submit the qualification/enablement request for the applicable category(ies). Enablement lets you position your catalog and sell to public administrations through MePA; it is a standing enablement to the category, not a single tender.
For award procedures (including above MePA, run on certified PCP platforms), register at ANAC's services portal (servizi.anticorruzione.it) via 'Registrati', complete the user registration/profiling, download and digitally sign a self-declaration and send it by PEC to protocollo@pec.anticorruzione.it, and request the 'OE Administrator' role for the economic operator. Authentication is via LoA3 (SPID L2/CIE/eIDAS/CNS); foreign users unable to use these can use ANAC credentials + OTP (2FA). The FVOE holds and shares evidence of general, technical-organizational and economic-financial requirements. PassOE generation is discontinued; the contracting station requests document access and the operator approves.
For each specific award procedure you complete the DGUE (Documento di Gara Unico Europeo / European Single Procurement Document), an electronic self-declaration of possession of the participation requirements set in the tender notice. Only the winning bidder must later submit the supporting certificates as evidence. Tenders above EU thresholds are published on TED (Tenders Electronic Daily) and procedures are managed on ANAC-certified digital procurement platforms (PCP). No Italian registered office is required to bid.
