Paraguay runs a single national procurement authority, the Direccion Nacional de Contrataciones Publicas (DNCP), which operates the central portal contrataciones.gov.py and its supplier registry, the Registro de Proveedores del Estado (RPE) — the evolution of the earlier Sistema de Informacion de Proveedores del Estado (SIPE), now managed inside the SICP portal under the 'VENDEDOR' tab. Under Ley 7021/2022 (Art. 22) and its regulatory decree, EVERY natural person, legal entity, consortium and co-insurance group that intends to submit offers must first be registered in the RPE; registration is a standing (not per-tender) prerequisite and is free of charge. Foreign persons and companies (personas fisicas y juridicas extranjeras) are explicitly eligible to register directly and may bid — there is a dedicated 'Persona Juridica Extranjera' registration form and document set. IMPORTANT CONDITION for foreign firms: DNCP regulations require the foreign entity either to establish a domicile in Paraguay OR to designate a legal representative domiciled in Paraguayan territory. Incorporating a local subsidiary is NOT required, but a Paraguayan domicile or locally-domiciled representative is.

Foreign companies do NOT need to incorporate a Paraguayan subsidiary to register in the RPE and can register and bid directly as a 'Persona Juridica Extranjera'. HOWEVER, DNCP regulations require a foreign legal entity to comply with one of two mandatory local-nexus conditions: (a) establish a domicile (constituir domicilio) in the Republic of Paraguay, OR (b) designate a legal representative domiciled in the national territory (representante legal domiciliado en el territorio nacional). This is corroborated by two independent legal analyses of Ley 7021/22 and its decree. Because at least a Paraguayan domicile or a locally-domiciled representative is mandatory, local_entity_required is set to true (in the sense of a required local nexus), even though full local incorporation is not required. A RUC or foreign tax identification number is requested as a registration data field at pre-inscription (per the DNCP registration guide); one legal analysis frames the RUC constancia as an uploadable supporting document rather than an absolute prerequisite for the pre-registration itself. If the foreign entity's designated legal representative is a foreigner, that representative must attach a valid Paraguayan Civil Identity Card (cedula) — implying the representative must be resident/domiciled in Paraguay. HUMAN CHECK: confirm from the downloaded 'Persona Juridica Extranjera' checklist whether the RUC is obtained before or at the contracting/award stage for a foreign awardee.
Go to the DNCP portal www.contrataciones.gov.py, open the SICP 'VENDEDOR' tab and select 'Solicitar inscripcion al Registro como Proveedor del Estado'. Enter the initial data according to entity type — for a foreign firm select company type 'extranjera' — including RUC or foreign tax identification number, business name (razon social), provider type and country of origin, plus applicant data such as domicile and contacts. Declare a valid email address, which DNCP uses for all subsequent communications, and obtain a user and password. Download the specific 'Persona Juridica Extranjera' form and document checklist and the applicable sworn declarations (declaraciones juradas) from 'Requisitos para ser Proveedor del Estado'.
Designate an Administrator User (Usuario Administrador) — a natural person with authority to represent the entity — and submit that person's identity documents. Declare the linked persons (personas vinculadas), i.e. the legal representatives. For a foreign legal entity this is where the local-nexus condition is satisfied: designate a legal representative domiciled in Paraguay (or evidence a domicile established in Paraguay). If the designated legal representative is a foreigner, a valid Paraguayan Civil Identity Card (cedula) must be attached for that representative.
Upload the corporate/legal documents corresponding to the foreign entity's nature (e.g. estatutos sociales / articles of association, actas de asamblea, poder / power of attorney accrediting the signatory) together with the RUC constancia where applicable, and submit the signed pre-registration application form — physically at the DNCP office or with a qualified digital signature. Any document not written in Spanish must be accompanied by a translation done by a public translator (traductor publico) registered in the Republic of Paraguay. The power of attorney / document accrediting the signatory's legal representation issued abroad must be legalized by the Ministry of Foreign Affairs or bear a Hague apostille.
DNCP verifies the submitted application and documents. Per the DNCP registration guide, verification takes up to a maximum of 4 business days. Upon approval the applicant is notified (at the email declared during pre-inscription) that the entity is registered in the Registro de Proveedores del Estado, and can then use the user/password to operate in the system.
Once registered, generate/download the registration certificate (constancia) from the system. Registration in the RPE is the prerequisite to submit offers: to participate in a procedure the supplier presents its offer, the required guarantees, and its RPE/SIPE registration proof as required by each tender's bidding documents (pliego).
