To sell goods or services to the Peruvian State, a supplier must be enrolled in the Registro Nacional de Proveedores (RNP), a mandatory national supplier registry administered by the OECE (the agency that replaced the OSCE under Ley 32069, effective 22 April 2025). Actual tenders and awards are then transacted through SEACE, the electronic public-procurement platform, but a valid RNP inscription is a precondition to being awarded any State contract. A foreign, non-domiciled company (extranjero no domiciliado) can register directly without establishing a Peruvian branch, but it must act through a legal representative or attorney (apoderado) who holds power to represent it in administrative proceedings before public entities. The foreign non-domiciled inscription is done presentially via the OECE digital document office (mesa de partes digital) and now carries indeterminate validity.

A foreign non-domiciled company does NOT need to incorporate a Peruvian entity or branch to register in the RNP. However, it cannot register entirely on its own: it must act through a legal representative or attorney (representante legal / apoderado). This can be (a) a representative/attorney in Peru whose power of representation in administrative proceedings before public entities is registered in SUNARP (Peru's public registry), or (b) a representative/attorney registered before the competent authority in the company's country of origin, provided that power extends to administrative proceedings before public entities outside the home country and expressly covers Peru. A third path exists only for contracting entities buying 'sophisticated goods and/or specialized services': a public official designated by the contracting entity may run the procedure when the foreign supplier has no representative in Peru. So local incorporation is not required, but local (or foreign, Peru-covering) representation authority is.
Verify you have no current disqualification sanction; if a legal entity, your corporate purpose/activities must correspond to the provision of goods and/or services. Determine your representation route: a legal representative or attorney in Peru with power to act in administrative proceedings before public entities registered in SUNARP, OR a representative/attorney registered before the competent authority in your country of origin whose power covers administrative proceedings before public entities outside the home country including Peru.
Consult the OECE TUPA for the exact requirements of your procedure (foreign non-domiciled legal entity with representative), then submit the required documents through the OECE digital document office (mesa de partes digital del OECE), available 24/7. Once the RNP verifies the documents are in order it issues a payment order (orden de pago); otherwise it notifies observations.
With the payment order, pay the applicable fee via interbank transfer to CCI No. 018-000-000000-870803-04 or a deposit to Banco de la Nacion checking account No. 0000-870803. Fees: legal entity with representative S/ 33.00; natural person with representative S/ 30.00; natural or legal person without representative S/ 30.00. Then email a copy of the payment receipt to cajaprincipal@oece.gob.pe. After payment the person who started the procedure receives the user kit with the foreign non-domiciled code (codigo de extranjero no domiciliado) and RNP password.
Log in to the RNP portal with the foreign non-domiciled code and RNP password, complete the electronic registration form (formulario electronico de inscripcion) and submit it. You have 90 calendar days from the day after paying the fee to submit the form; after that deadline the payment is deemed lapsed (caduco) and can be refunded.
Within 2 business days the RNP verifies the form and attached requirements; if correct the application is approved and you are notified in your OECE electronic mailbox (casilla electronica). If observed, you have 2 business days to remedy the observations once. From the day after approval you can access, save or print your constancia de inscripcion using your foreign non-domiciled code. This inscription enables you to participate in procurement through SEACE.
