Poland has no standing national vendor registry; suppliers qualify per-tender. The central e-procurement platform is e-Zamowienia (ezamowienia.gov.pl), operated by the Public Procurement Office (UZP) together with the Ministry of Digitalization, which hosts the Public Procurement Bulletin (BZP) and, for above-EU-threshold contracts, feeds notices to TED. To bid electronically an economic operator creates a free platform account, and eligibility for each tender is asserted via a self-declaration (the European Single Procurement Document, ESPD / Jednolity Europejski Dokument Zamowienia, JEDZ), with full supporting documents demanded only from the winning bidder.

No local subsidiary or branch is required. Per Your Europe (European Commission), a company established in the EU has the right to compete for a public tender in any EU country without discrimination. Contractors from GPA-signatory third countries (e.g. US, Canada, Japan, UK) also have access on a reciprocal basis. However, procedures are conducted in Polish: statements, ESPD/JEDZ and the bid itself must be prepared in Polish and foreign-language documents accompanied by (sworn) Polish translations (per-tender requirement, corroborated by secondary sources - verify in each specific SWZ).
Confirm eligibility to compete (EU-established firms have equal, non-discriminatory access; GPA third-country firms on reciprocal basis). Obtain a qualified electronic signature from any eIDAS-listed EU trust service provider, since QES is required to finalize platform registration and to sign above-threshold bids. A Polish Profil Zaufany or e-dowod can authenticate Polish residents but is not generally available to foreign persons.
Access the registration form at ezamowienia.gov.pl, fill in your details, and select the appropriate role (Economic Operator). A user account is essential to participate in procurement procedures. The registration application must be signed with a qualified electronic signature to be finalized.
Create the organization profile for your company on the platform, providing the company legal name, tax/registration identifier (NIP for Polish entities or equivalent home-country VAT/registration number for foreign entities), registered address and contact details, and designate the authenticated person as administrator. This enables the company to access procedures, ask questions, and submit offers.
Search opportunities: below-EU-threshold notices are published in the Public Procurement Bulletin (BZP) on e-Zamowienia; above-EU-threshold notices are also published to TED (Tenders Electronic Daily). EU thresholds triggering TED publication are approximately EUR 140,000 for supplies/services of central government authorities and EUR 5,404,000 for works. Download and read the tender documents (SWZ) for each opportunity, which set the specific conditions, deadlines and required evidence.
Complete the European Single Procurement Document (ESPD / JEDZ) - a self-declaration of financial status, abilities and suitability, and that the operator is not subject to exclusion and meets participation conditions. It must be provided in electronic form (mandatory since October 2018) and is submitted with the bid. Only the operator whose bid is evaluated as most advantageous is later asked to submit the underlying supporting documents/certificates.
Prepare the offer and all statements in Polish, sign with a qualified electronic signature, and submit electronically through e-Zamowienia (or an integrated commercial e-procurement platform that feeds BZP) before the deadline. For above-threshold procedures QES is mandatory for a valid bid; an eIDAS-qualified signature issued in any EU member state is recognized in Poland. Foreign-language documents require Polish translation.
