There is no single national standing vendor registry to bid; instead eligibility is asserted per tender via a self-declaration (the DEUCP, the Portuguese ESPD). EU/EEA-established firms compete on equal terms with no Portuguese entity required; access for non-EU firms (e.g. purely US-based companies) is narrower and depends on WTO GPA coverage. Practically, a foreign firm still needs (a) accreditation on the specific licensed electronic platform used for the tender and (b) a qualified electronic signature to sign/submit the proposal; whether a Portuguese/Citizen-Card certificate is required or an eIDAS-recognised certificate from another EU state is accepted should be confirmed per platform. Confirm your access route: EU/EEA-established firms have full equal access; non-EU (e.g. US-only) firms are limited to WTO GPA-covered contracts, so an EU subsidiary may be advantageous. Procedures are fully electronic and proposals must be signed with a qualified electronic signature (assinatura eletronica qualificada), e.g. via the Portuguese Citizen Card/Chave Movel Digital or an eIDAS-recognised qualified certificate. Obtain this before registering on a platform, as it is needed to submit and sign proposals and contracts.

Basic access to respond to public procedures is generally free (e.g. VORTAL's 'Acesso Universal' lets suppliers register users and respond to published public procedures at no cost), while platforms also sell optional advanced/paid subscription services (e.g. private-market access, alerts). Confirm the free vs paid tier for the platform and procedure at hand.
For each tender, complete the Documento Europeu Unico de Contratacao Publica (DEUCP), the Portuguese ESPD - a standardised sworn self-declaration of eligibility (absence of exclusion grounds) and capacity/solvency used as preliminary evidence, so full supporting documents need not be submitted up front. Since the EU service was discontinued, IMPIC provides the electronic DEUCP FREE on the BASE portal; complete it, download it and import/attach it in the tender on the electronic platform.
Prepare and submit your proposal on the licensed electronic platform before the deadline, signed with the qualified electronic signature. Platforms support the full electronic cycle: accessing pieces, clarification requests, submitting candidatures/proposals, prior-hearing statements, complaints, award decisions and habilitation documents. If proposed for award, upload the documentos de habilitacao evidencing what was declared in the DEUCP.
