How to register as a government contractor in Singapore

GeBIZ is Singapore's central one-stop government e-procurement portal where suppliers register a GeBIZ Trading Partner (GTP) account to search, tender for and transact on public-sector opportunities. Registration as a GeBIZ Trading Partner is a real standing vendor registration that is open to overseas (foreign) suppliers, not only Singapore-incorporated companies. Foreign entities without a Singapore UEN register directly by first obtaining a Corppass Account for Foreign Entities (using their home-country business registration details) and then completing the GeBIZ Trading Partner e-registration. A separate, category-specific Government Supplier Registration / GSR (historically called EPPU registration) may additionally be required for certain goods/services categories, and construction/facilities works require the BCA Contractors Registration System (CRS) rather than GeBIZ.

Who can register

A Singapore-incorporated entity / ACRA UEN is NOT strictly required. The official GeBIZ FAQ states: 'Overseas suppliers can register as a GeBIZ Trading Partner (GTP) if they have a valid Corppass Account for Foreign Entities' and that 'Overseas suppliers will no longer need to apply for GeBIZ ID as they can now use Corppass to register.' The Corppass portal offers a direct non-UEN, non-Singpass registration path for 'businesses that are registered outside of Singapore' using a home-country Business Registration Number and a foreign-ID administrator. NOTE: Several reputable secondary guides claim foreign firms MUST first incorporate/register a local ACRA entity or use a local partner/CrimsonLogic overseas verification. This appears OUTDATED versus the current official GeBIZ FAQ and Corppass process and should be flagged for human confirmation. Some individual procuring agencies may still impose local-presence or agent conditions on specific tenders.

Step-by-step: registering in Singapore

Register a Corppass Account for Foreign Entities (foreign firms without a Singapore UEN)

A foreign company without a Singapore UEN must first obtain a Corppass account via the non-UEN / non-Singpass registration path. The appointed Administrator (who may hold a Foreign ID / passport, not necessarily Singpass) registers the entity using its home-country business registration number, official business name and incorporation date. Singapore-registered (ACRA) companies instead use their existing Corppass tied to their UEN. A foreign individual acting as Admin may separately need a Singpass Foreign user Account (SFA), issued via the relevant government agency.

Start GeBIZ Trading Partner (GTP) registration

Go to gebiz.gov.sg and select 'Register as a GeBIZ Trading Partner'. Choose the appropriate path: ACRA-registered suppliers (with a Singapore UEN) versus Non-ACRA / overseas suppliers. Sign in via Corppass. Provide company information including the registration number and address, and nominate the Authorised Representative(s) who will transact in GeBIZ. The first Authorised Representative account is free.

Complete and submit the supplier e-registration form

Complete the e-registration form (slightly different flow for ACRA vs Non-ACRA suppliers), providing company profile details and supporting documents. Per the GeBIZ FAQ, applications are approved immediately upon successful submission. This creates the standing GeBIZ Trading Partner record used to receive and respond to government opportunities.

(If applicable) Apply for Government Supplier Registration / GSR and category registrations

For certain categories, suppliers may additionally need a valid Government Supplier registration (GSR, historically known as EPPU registration) to tender for supply of goods/services to the public sector. A GSR application fee of SGD 43.60 (incl. GST) applies. Construction, facilities and related works are NOT registered through GeBIZ GSR but through the BCA Contractors Registration System (CRS) - flagged as a separate track requiring human verification of scope.

Common pitfalls & restrictions

Widely-repeated secondary guidance that foreign firms MUST incorporate a local ACRA entity or use CrimsonLogic overseas verification appears outdated versus the current official Corppass-for-Foreign-Entities pathway - do not assume a Singapore entity is mandatory. The GeBIZ ID method is now deprecated for overseas suppliers (use Corppass instead). Foreign-ID administrators may also need a Singpass Foreign user Account (SFA), which is a separate step. Non-English incorporation documents must be certified/notarised. GeBIZ Trading Partner registration is distinct from GSR/EPPU category registration and from the BCA CRS construction track.
