Spain publishes and receives bids for public contracts electronically through the central Plataforma de Contratacion del Sector Publico (PLACSP / contrataciondelestado.es). There is no universal standing vendor registration required to bid: firms qualify per tender by submitting a self-declaration in the form of the DEUC (the Spanish/EU European Single Procurement Document) under art. 140 LCSP, and only the successful bidder must produce the full supporting documents. Spain also operates an official bidders' registry, ROLECE (Registro Oficial de Licitadores y Empresas Clasificadas del Sector Publico), whose inscription is generally VOLUNTARY and free, but is MANDATORY for the 'procedimiento abierto simplificado' (art. 159.4 LCSP). Companies from the EU/EEA (and, with additional proof, non-EU firms) may contract with the Spanish public sector on equal terms.

EU/EEA-established firms may contract with the Spanish public sector on equal terms if authorized to provide the service in their home country; no Spanish subsidiary is required to bid. Foreign firms typically need a digital certificate accepted in Spain to operate on PLACSP/ROLECE, and foreign corporate documents must be legalized/apostilled with a sworn (jurada) translation into Spanish. Registration and bidding are fully electronic. Obtain a qualified electronic certificate (e.g. CERES-FNMT / electronic DNI or another certificate accepted by the Spanish administration) for the individual acting for the company. This is needed both to register on PLACSP and to inscribe in ROLECE.
Create/register your company profile as an economic operator (operador economico) on the Plataforma de Contratacion del Sector Publico to search tenders, follow contracting-authority profiles, and submit electronic bids. PLACSP is the free, official central platform where the State and thousands of public bodies publish tenders and receive offers electronically.
Search opportunities on PLACSP. Contracts above EU thresholds are also published on Tenders Electronic Daily (TED). EU-established companies have the right to compete for public tenders in any EU country with equal access to tender information. Indicative EU thresholds cited by the EU: approx EUR 140,000 for most central-government supplies/services and EUR 5,404,000 for works.
For each tender, submit the required documentation set out in the pliegos, which for open/restricted/negotiated/competitive-dialogue/innovation procedures includes a declaracion responsable in the form of the DEUC (Documento Europeo Unico de Contratacion), the Spanish ESPD, as provisional/preliminary evidence of capacity, solvency and absence of prohibitions to contract (art. 140 LCSP). Full supporting documents are only required from the bidder proposed for award (or if the body has reasonable doubts).
Inscription in ROLECE is voluntary in general ('los empresarios pueden inscribir en el') and free of charge, with indefinite validity (the registered company must keep data updated). It certifies capacity, representation, and economic/financial solvency so documentation need not be resubmitted each tender. Inscription is MANDATORY, however, for the procedimiento abierto simplificado: all bidders must be inscribed in ROLECE (or the equivalent Autonomous Community registry) by the final bid-submission date (art. 159.4 LCSP); since the LPGE 2022 reform, having filed a complete inscription application before the bid deadline also satisfies this. Foreign EU/EEA firms register with VIES data and home-country documentation; non-EU firms may use VIES or DUNS plus corresponding documentation, legalized/apostilled with sworn translation.
Submit the electronic bid via PLACSP within the deadline. If proposed for award, present the full supporting documentation evidencing the facts declared in the DEUC (or rely on the ROLECE certificate where it covers those facts).
