How to register as a government contractor in Uganda

Uganda operates a centralized provider registration model through the Electronic Government Procurement (e-GP) system at egpuganda.go.ug, run by the PPDA together with the Ministry of Finance (MoFPED) and NITA-U. A single supplier registration and PPDA certificate grants access to bid opportunities across all Procuring and Disposing Entities (PDEs); the older PPDA Register of Providers is progressively being replaced by e-GP. Foreign companies register directly on the same portal using a dedicated official Foreign Company Registration guide, selecting a country of incorporation other than Uganda. The e-GP system is integrated with URSB (business registration validation), URA (TIN validation and payment) and IFMS (funding/LPO).

Who can register

Foreign companies eligibleNo local entity required to bid

A locally incorporated Ugandan entity is NOT required to register: the official Foreign Company Registration guide instructs applicants to select a country of incorporation OTHER than Uganda and to upload their (home-country) Certificate of Incorporation/Registration. However, a company Tax Identification Number (TIN) and a valid trading license are listed among the foreign-company registration requirements, and PPDA registration fees are paid via a URA Payment Reference Number (PRN) — implying interaction with the Uganda Revenue Authority. Note: individual PDEs and specific tenders may still apply national/local preference and reservation schemes, and some large tenders may require local incorporation or joint venture with a local firm; this was not confirmed at registration level and should be verified per-tender. Step-by-step: registering in Uganda

Create a user account on the e-GP portal

Access the e-GP portal at https://egpuganda.go.ug and click [Register as Supplier]. Enter your name and a valid email address, select a security question and answer, set and confirm a password, then click [Register]. First-time registration requires creating a user account before creating a company profile.

Verify your email address

Open the verification email sent to your registered address and click [Verify Email Address]. Check the spam folder if not found in the inbox; if not received within 5 minutes, use the [Click here to request another] link. After verification, click [Complete Registration] to launch the registration home page.

Enter foreign company registration details

Select 'Foreign' and choose a country of incorporation/registration OTHER than Uganda. Enter the business registration names, date of incorporation, business (registration) number, and the company Tax Identification Number (TIN). All fields marked with an asterisk (*) are mandatory. Click [Next].

Upload mandatory documents

On the documents page, upload all mandatory documents in the prescribed format (preferably PDF, maximum 5MB per document): the Certificate of Incorporation/Registration and a Letter of Authorization from the company signatory or the owners of the business. Click [Next] on successful upload.

Enter address, shareholder and representative details

Provide the company email address, phone number and street address. Enter shareholder details and the required information for the Representative/Secretary and the Approver/Director. Where the company is owned by another company, add those details via [Add More] under Organization Owners/Shareholders. All fields marked (*) are mandatory. Click [Next].

Enter financials and select business sectors/categories

On the financials page, enter your company's turnover for the past 2 or more years (skip if the company is new). Then on the Business Sectors page, select a category to reveal sub-categories; selecting a sub-category auto-selects the main category (Works/Supplies/Services). Click [Next].

Add company experience (past projects)

Complete the experience form: for each past project enter the Project ID (procurement reference number), Organization Name (contracting authority), Project Title, a relevant reference URL, and the Contract Sum. Click 'Add Record' to save each entry, then [Next].

Review, accept terms and submit

Review the summary form of all captured registration details and confirm accuracy. Tick the checkbox to accept the terms and conditions, then click [Submit Form].

Pay PPDA registration fees and upload proof

After submission, pay the registration fees based on the categories selected (Works/Supplies/Services). If you already paid and hold a valid PPDA certificate for the current calendar year, do not pay again — select a payment mode and upload that certificate or receipt as proof, then click [Submit Details]. Otherwise, access the URA portal (ura.go.ug) to generate a Payment Reference Number (PRN) under e-services > Payment registration > other NTR > MDA 'PPDA' > New registration > Foreign fees, pay against the PRN at any bank/telco, and attach the proof of payment on the e-GP portal.

Await PPDA approval and download certificate

After submission you receive a notice that your application is pending approval, and you are notified by email once approved. On approval, download your PPDA registration certificate via My Profile > My Providers > company name, or via the 'Suppliers' tab on egpuganda.go.ug (search your company name). The PPDA certificate must be renewed before expiry.

Common pitfalls & restrictions

BRN/TIN validation fails when URSB and URA registered names do not match — ensure both are identical before validating. Registration document uploads must be under 5MB each (preferably PDF); bidding documents must be under 25MB per attachment. The email verification link often lands in spam. Do not pay PPDA fees twice — if you hold a valid PPDA certificate for the current calendar year, upload it instead of paying again.
