Ukraine runs a single open e-procurement system, Prozorro, built as a central database fronted by multiple accredited commercial electronic marketplaces (e.g. Zakupki.Prom.ua, SmartTender, E-Tender). Suppliers cannot create a single unified account on the central Prozorro website; instead they register on any one accredited marketplace and, once registered, can bid on any tender in the Prozorro database. Public procurement is governed by the Law of Ukraine 'On Public Procurement' (No. 922-VIII of 25.12.2015), which requires residents and non-residents of all ownership forms to participate on equal, non-discriminatory terms, so foreign companies may bid remotely without establishing a local entity.

No local subsidiary, branch or registration is required to bid. Law 922-VIII provides that participants (residents and non-residents) of all forms of ownership and organizational-legal forms participate on equal terms, and participation is fully online. In practice foreign bidders commonly appoint an authorized local legal representative to handle Ukrainian-language documentation, a qualified electronic signature, and any dispute/appeal steps, but this is a practical convenience, not a legal prerequisite.
Ukraine does not use a single central supplier account. Register as a supplier (economic operator) on the selected accredited marketplace, providing company identification and contact details. This account is the front-end through which bids are submitted into Prozorro; it is not possible to submit bids directly on the prozorro.gov.ua website.
Bids and documents must be signed with a Qualified Electronic Signature. Non-residents may use a QES from an accredited Ukrainian provider, an international electronic signature, or the signature of an authorized representative holding a Ukrainian QES. Foreign bidders unable to obtain a Ukrainian QES commonly designate an authorized local representative.
Assemble statutory, financial, licensing and qualification-supporting documents. Foreign-issued documents generally require apostille or legalization (unless an international treaty provides otherwise), certified Ukrainian translation, and where applicable notarization. Bidders must also provide statements confirming absence of sanctions and of ties to Russian Federation / Belarus entities. Where a required document does not exist under the bidder's home law, an official letter confirming this is accepted. English documentation is permitted for higher-value (above-threshold) tenders.
There is no one-time nationwide supplier accreditation; qualification is assessed per tender. Search Prozorro for a relevant open tender, then submit the bid, price and required documents through your marketplace before the deadline. Procuring entities set qualification criteria per tender (technical/equipment base, qualified personnel, documented similar-contract experience, financial capacity). Bid security via unconditional bank guarantee (typically ~0.5-3% of value) may be required. Submission periods are at least 15 calendar days for open bidding and at least 30 days for above-threshold (English-published) tenders.
