Activity Title: SENIOR PROCUREMENT SPECIALIST FOR THE PROJECT COORDINATION UNIT

The Government of the Republic of Angola (GoA) has received financing from the International Bank for Reconstruction and Development (IBRD), along with co-financing from the French Development Agency (AFD), to support the Electricity Sector Improvement and Access Project (ESIAP). Part of these funds is intended to finance the services of an Individual Consultant for the position of Senior Procurement Specialist, to strengthen the Project’s capacity in the implementation of procurement activities related to ESIAP.

SPECIFIC OBJECTIVES OF THE ASSIGNMENT

The Senior Procurement Specialist will be responsible for carrying out procurement activities under the ESIAP Project. The main responsibilities include:

(i) Designing and implementing the procurement function within the PCU, including defining staffing structure, functional assignments, coordination with other departments/areas and electricity sector companies (PRODEL, RNT, ENDE, and IRSEA), providing training and mentoring in procurement, preparing procedures, and supporting the development of procurement manuals, in close cooperation with the procurement team and the aforementioned institutions; (ii) Establishing procurement instruments in strict compliance with World Bank procedures (Operational Manual, Procurement Regulations, and procurement management documents in line with the Project Implementation Manual); (iii) Executing procurement activities, including the development of procurement management tools tailored to project needs: preparation, consolidation, and updating of procurement plans in coordination with other areas and electricity sector...
