The Republic of Fiji, acting through Energy Fiji Limited (EFL), intends to engage a qualified consulting firm to support the preparation and implementation of an Aged Asset Replacement Program covering selected hydropower generation and power network assets.

The consulting services ("the Services") comprise the development of an Aged Asset Replacement Policy and Plan, identification and prioritisation of replacement projects, environmental and social screening and assessment, preparation of an implementation and procurement framework, and development of procurement documentation for the first batch of priority investments.

The Services will cover:

• Review of EFL’s existing aged asset replacement policies and procedures, including risk evaluation and recommended improvements.

• Stakeholder consultations and preparation of a stakeholder engagement plan aligned with applicable environmental and social requirements.

• Development of a new Aged Asset Replacement Policy consistent with Good International Industry Practice and the World Bank Environmental and Social Framework.

• Assessment of the Wainiqeu and Nagado hydropower stations and the identified network substations, switchboards, transformers and related assets.

• Project identification, prioritisation, cost estimates, economic analysis, environmental and social screening, risk classification and preparation of proportionate management instruments.
