Specific Procurement Notice Request for Bids, Goods (Two-Envelope Bidding Process) Country: Georgia Name of Project: Log-In Georgia Contract Title: IP/MPLS Active Equipment, Phase 2 Loan No.: 9161-GE RFB Reference No.: GE-OPEN NET-478181-GO-RFB-2 Georgia has received financing from the World Bank toward the cost of the Log-In Georgia Project, and intends to apply part of the proceeds toward payments under the contract for IP/MPLS Active Equipment, Phase 2. This contract will be jointly financed by EIB. Bidding process will be governed by the World Bank’s Procurement Regulations. The N(N)LE Open Net now invites sealed Bids from eligible Bidders for IP/MPLS Active Equipment, Phase 2. The Goods includes but not limited to the following items: aggregation routers, access devices, core routers, air conditioners, 48V power supplies SEP’s, environmental monitoring systems, NOC, firewalls of the quantities and specifications, and delivery term as per the Schedule of Requirements and Technical Specifications (Annex 1) of the Bidding Document. Installation and configuration of the Goods, as well as providing warranty are required and specified in the Bidding Document. No margin of preference is applied. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, 7th Edition (September, 2025) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.
