The development objective of Health System Strengthening Program for Results Project is to improve the quality and efficiency of noncommunicable disease (NCD) prevention and control in Samoa. The government of Samoa (GoS) noncommunicable disease (NCD) policy is founded on the government’s priorities articulated in its strategy for the development of Samoa (SDS) which identifies health as a priority and highlights the priorities of the health sector with the vision of a ‘Healthy Samoa’. To face the NCD challenges, the GoS started the formulation of the National NCD policy and corresponding action plans in 2010 and implemented them on a multiyear rolling basis. The recently adopted National NCD policy 2019–2023 is the second multiyear National NCD Policy, which was developed in line with the strategic goals of the HSP 2019–2029. The new NCD policy is operationalized through an action plan, which details five key strategic areas (KSAs). The program-for-results (PforR) will support a subset of the government’s National NCD policy and action plan 2019–2023 over a five-year period with the focus on scaling up the essential interventions of NCD control at the primary health care (PHC) and community setting. Building on the global practice and regional strategies, the PforR Program will support the government’s national NCD action plan focusing on essential interventions along the NCD service cascade through four results area as follows: (i) Address behavioral risk factors through population-based health promotion; (ii) Increase screening, referral, and diagnosis of NCD high-risk groups and NCD patients; (iii) Strengthen primary care and quality of NCD management; and (iv) Strengthen multisectoral NCD program stewardship and build institutional capacity.
