Assignment Title: Consulting Services for the Implementation of an Enterprise Risk Management (ERM) System for JSC “O‘zbekiston temir yo‘llari”

The Republic of Uzbekistan has applied for financing from the International Bank for Reconstruction and Development (IBRD) of the World Bank Group toward the cost of the Connectivity and Transport Sector Improvement Project (CTSIP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the design, development and implementation of an integrated Enterprise Risk Management (ERM) system for JSC “O‘zbekiston temir yo‘llari”, based on the COSO Enterprise Risk Management Framework, the COSO Internal Control – Integrated Framework (ICIF), and the requirements of the ISO 31000 Risk Management standard. The assignment comprises three stages: (i) assessment of the current risk management and internal control system and development of a target ERM operating model and implementation roadmap; (ii) development/updating of the ERM methodological documents package; and (iii) joint, on-the-job implementation of the risk management system, including training of Client staff.

The Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

JSC “O‘zbekiston temir yo‘llari” (the “Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
