The Government of Samoa has received financing from the World Bank toward the cost of the Pacific Region Preparedness, Adaptation and Resilience - Samoa (PREPARE-Samoa) Project and intends to apply part of the proceeds for the following consulting services. 2. The consulting services ("the Services") include the preparation of a Township Plan, Sustainable Management Plan and a Strategic Environmental and Social Assessment for Salelologa under the PREPARE-Samoa Project. This will complement the broader urban planning framework of the Government of Samoa by guiding the physical and sustainable development of Salelologa in line with existing land uses and existing government priorities and policies. The scope includes technical analysis, preparation of the above-mentioned plans, and stakeholder consultations. The duration of this consultancy is expected to be carried out for 15 months under a lump-sum contract. 3. The Services will include, among other tasks, preparation of an inception report and literature review; SESA scoping report; communications and engagement plan; spatial and economic analysis; draft and final SESA; draft and final Slelologa Township Plan; draft and final Sustainable Management Plan; stakeholder consultations; validation workshops; capacity building and knowledge transfer; and finalization of the plans for client approval. 4.
