The Ministry of Environment, Climate Change and Natural Resources has received financing from the World Bank toward the cost of the West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) and intends to apply part of the proceeds for non-consulting services (“the Services”) for capacity building training on Integrated Coastal Zone Management (ICZM), Monitoring and Evaluation (M&E), and Environmental Management for National Environment Agency (NEA) for approximately twenty-five (25) NEA staff.

• Objectives of the Consultancy

The primary objective of this consultancy is to strengthen the institutional capacity of the NEA staff to effectively implement Integrated Coastal Zone Management (ICZM), Monitoring and Evaluation (M&E), and evidence-based environmental management systems in The Gambia.

Specific Objectives and Scope of Work

The Training Service provider is expected to design and deliver a comprehensive, in-house training program for approximately twenty-five (25) NEA staff. The training should be practical, participatory, and tailored to the specific context of The Gambia's coastal environment. The scope of work covers the following key areas:

• Integrated Coastal Zone Management (ICZM) and Environmental Governance

• Build a clear and practical understanding of the ICZM concepts, principles and approaches
• Provide training on coastal planning, zoning, permitting systems, and integration of Environmental and Social Impact Assessments (ESIA)
• Enhance understanding of institutional arrangements, inter-agency coordination mechanisms, and stakeholder management for effective ICZM implementation
