Waste is bought as a long-term service because the assets behind it are long-term. Collection contracts run for years, sometimes with an extension mechanism, because a bidder is expected to buy a fleet, take on a depot and employ a workforce to serve them, and none of that is recoverable over a short term. Treatment and disposal capacity runs longer still, and is frequently let as a concession in which the supplier finances the facility and recovers the cost through a gate fee over its operating life. The two are often let separately, and a bidder for one needs to understand the terms of the other.

Pricing follows the unit that the buyer can count. Household collection is usually priced per property per year, with separate rates for each material stream and for bulky and clinical collections; treatment is priced per tonne against a weighbridge ticket. Because revenue from recovered materials moves with commodity markets, contracts frequently share that risk through an income-sharing mechanism rather than leaving it wholly with either party, and bidders who assume a favourable materials price for the life of the contract are pricing a market view rather than a service.

Regulatory and workforce obligations are the qualification gate. Carriers, brokers and sites must hold the permits and registrations the jurisdiction requires, and the buyer remains legally responsible for the waste it produces, so duty of care documentation and an auditable trail from collection to final disposal are contractual deliverables. Where an incumbent workforce exists, employment protection rules commonly transfer those staff with their terms intact, which means the labour cost in a bid is substantially fixed before the bidder writes it and the liability information provided at tender is worth reading closely.
