How road and highway work is packaged, priced and prequalified

Road work divides into two markets that share a category and behave nothing alike. Capital schemes -- a new alignment, a widening, a junction rebuild -- are one-off works contracts, usually let under a standard international or national form of contract with a bill of quantities that the contractor prices item by item. Term maintenance -- surfacing, patching, drainage, winter service -- is let for years at a time against a schedule of rates with no guaranteed volume. A bidder set up for one is frequently uncompetitive at the other, because the first rewards plant and programme and the second rewards depot coverage and response.

Prequalification is the real gate. Buyers ask for completed projects of comparable value and technical nature, usually within a recent window, plus evidence of financial standing, owned or committed plant, and a safety record. Bid security and a performance bond are normal, and retention is withheld against a defects liability period that runs long after the road opens. A contractor without a bonding line cannot bid at this scale whatever its technical ability, which is why joint ventures and nominated subcontracting are so common in this category.

The priced bill is not the final price and both sides know it. Quantities are re-measured as built, ground conditions vary, and variations are priced from the rates in the original bid -- so an unbalanced bid that loads rates onto items likely to increase is a recognised tactic and a recognised reason for rejection. Traffic management, environmental and social safeguards, and land or utility diversions are the items that most often decide whether a scheme runs to programme, and they are usually where the tender documents are most specific.
