Opportunity Overview

The development objective of the Accountable Governance for Basic Service Delivery Project for Sierra Leone is to improve resource management, transparency, and accountability of government systems for enabling the delivery of local development projects and basic services. The project comprises of four components. The first component, systems and skills for local service delivery will focus on improving key systems at central and local levels to support service delivery. It consists of following sub-components: (i) better public financial management (PFM) systems at the central and local level; (ii) improved procurement systems; (iii) improved capacity of key technical staff at local council (LCs); and (iv) effective local audits and external oversight. The second component, local development financing aim to directly support LC financing. It consists of following sub-components: (i) local government development grants; (ii) improved systems for LC financing; and (iii) contingent emergency response component (CERC). The third component, integrated data platforms for monitoring and accountability will support the government’s proposed reforms to improve data management and reporting at the local level through targeted support to LCs, as well as data on critical service-delivery inputs in the priority sectors It consists of following sub-components: (i) improved systems for LC monitoring and reporting; (ii) robust supply-chain data platforms for key commodities; and (iii) supporting the demonstration effect of using data platforms for results reporting and decision-making at local level to support development and operationalization of national monitoring and evaluation (M and E) management information system (NaMEMIS). The fourth component, project management and implementation support will cover the costs of managing the project as well as the specific activities for project M and E, communication, and outreach.
