The Government of the Republic of Angola (GoA) has received financing from the International Bank of Reconstruction and Development (IBRD) and co-financing from the French Development Agency (AFD) towards the cost of the Electricity Sector Improvement and Access Project (ESIAP), whose objective is to improve the operational and commercial performance of the electricity sector utilities and increase electricity access in Angola. The Project is being implemented by the Ministry of Energy and Water and consists of five complementary components: (i) Widening access to electricity and improving revenue collection; (ii) Improving electric service; (iii) Enhancing PRODEL's capacity and strengthening sustainable management of power plants; (iv) Supporting project management; and (v) Responding to Contingent Emergencies.
A Project Coordination Unit (PCU) of ESIAP intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of Contract Management Specialist.
The primary objective of the Contract Management Specialist consultancy is to support the PCU and Utilities in ensuring effective, compliant, and timely management of contracts across all components of the Angola Electricity Sector Improvement and Access Project. The specialist will play a critical role in overseeing contract administration, facilitating coordination among key stakeholders — including PRODEL, RNT, and ENDE — and providing strategic advice to enhance the operational performance of the utilities.
