Loan No.: BIRD-9396 - AO Assignment Title: Selection of an independent individual consultant to undertake the Project Mid-Term Review Reference No .: 177/C3/C/MOSAP3/26   1. The Ministry of Agriculture and Forestry (MINAGRIF) has received financing from the World Bank toward the cost of the Smallholder Agricultural Transformation Project (MOSAP 3) and intends to apply part of the proceeds for consulting services above referenced.   2. The consulting services (“the Services”) includes the assessment of the progress made towards the achievement of the specific objectives of the project, its outcomes and impact on the lives of smallholder farmers who have been directly involved in the project activities, including the families, communities and on the responses of policy makers at local and national levels.  It will also gauge the level of community and other stakeholder participation and ownership of the implementation process.  It shall identify the intended and unintended outcomes, best practices, lessons learned as well as challenges arising from project implementation. The consultant firm is expected to commence services by no later than September 28th 2026 or earlier.   3.
