The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Development Agency (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for Consultancy Services related to “CONSULTANCY SERVICES FOR PROCUREMENT AUDIT OF THE WSIDP 2”. The main objective of this assignment is to review the procurement, contracting, and implementation processes followed for contracts under the Project and to determine whether they were carried out in accordance with the World Bank’s Procurement Regulations and the provisions of the applicable financing agreements.
The consulting services (“the Services”) include (i) determining whether the procurement and contracting processes were carried out in accordance with the applicable financing agreements and achieved the expected economy and efficiency; (ii) determining, to the extent possible, whether identified non-compliance with the applicable financing agreements, inappropriate practices, or questionable decisions/actions may have been related to corrupt practices; (iii) evaluating the quality, timeliness, and reliability of the project's procurement processes, measures, and procedures in ensuring that procurement and contract management were carried out in accordance with the Bank’s Procurement Regulations and the applicable financing agreements; and (iv) identifying, in light of any deficiencies, ways of improving the procurement and contracting process.
