ARMENIA WATER AND IRRIGATION SERVICES ENHANCEMENT PROGRAM - PHASE 1 PROJECT (WISE)

The Government of the Republic of Armenia has applied for financing in the amount of EUR 70,400,000 equivalent from the World Bank toward the cost of the WISE project-Phase 1, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The Program is jointly co-financed by the Agence Française de Développement (AFD) and the Government of Armenia.

The WISE Program is structured under a multi-phase programmatic approach to support long-term reforms and investments in the water sector. Phase 1 will focus on enhancing climate-resilient irrigation and water supply services, strengthening institutions, and preparing the groundwork for subsequent investments.

The Project comprises of the following Components

• Water Sector Reform and Institutional Strengthening – support to national strategies, legal and regulatory reforms, establishment of modern asset management systems, and institutional capacity building for the Water Committee, Water Supply Agency, and Water User Associations.

• Rural Water Supply and Sanitation Enhancement – development of new service delivery models, institutional strengthening, feasibility studies, and pilot infrastructure works in selected rural settlements.

• Modernizing Irrigation Infrastructure & System Management – rehabilitation and modernization of priority irrigation schemes, introduction of climate-resilient technologies, and deployment of SCADA and monitoring systems.

• Project Management - this component will finance costs related to project implementation including consulting fees for Project Implementation Team staff, M&E software, procurement, FM, reporting of baseline and project completion surveys, project audits, contracting of the independent verification...
