Deze procedure heeft tot doel maximaal vijf (5) ontwerpbureaus aan te stellen voor de opmaak, ondersteuning en/of uitwerking van ruimtelijke en/of programmatorische haalbaarheidsstudies al dan niet getoetst op financiële haalbaarheid. De procedure kadert binnen de noodzaak voor de Aanbestedende Overheid om snel te kunnen schakelen bij bepaalde vragen, onderzoeken en opdrachten in verband met de inschatting van functionele en ruimtelijke draagkracht van een site en/of gebouwen en de haalbaarheid te onderzoeken van mogelijke ontwikkelingen en projecten die realiseerbaar en levensvatbaar zijn. Dikwijls wordt er op korte termijn een onderbouwde haalbaarheidsstudie met realiteitsgebonden en ontwikkelbare scenario’s en modellen gevraagd om te komen tot gefundeerde en weloverwogen beleidskeuzes, visies en/of ontwikkelingskader. Een ontwikkelingskader geeft immers richting aan en omschrijft alle principes en randvoorwaarden voor een haalbare en realiseerbare ontwikkeling van een stadsproject: ruimtelijk, programmatorisch, financieel, juridisch, technisch en op vlak van duurzaamheid.
