The objectives of the Education Modernization Project for Belarus are to: (i) improve access to quality learning environment in selected general secondary schools; and (ii) strengthen student assessment and education management information systems of the Republic of Belarus. There are three components to the project, the first component being ensuring a quality learning environment in schools receiving students from closed and reorganized schools. The objective of this component is to provide a learning environment that is conducive to quality education in selected schools. The second component is the modernization of system management in general secondary education. The objective of this component is to facilitate the use of international best practices in assessing the quality of education and using data analysis for education system management. Finally, the third component is the project implementation support. The objective of this component is to ensure adequate support for the implementation of the project activities. To this end, the project will finance consultant services, training directly related to project implementation, financial audit, and selected operating expenses. The majority of operating costs of a Project Implementation Unit (PIU) housed within the National Institute of Education (NIE) will be financed using Republican budget funds. These may include, among others, salaries of staff members engaged in Project implementation, social insurance contributions, purchase of consumables, business trip expenses, communication expenses, utility costs, other current expenses, purchases of software and computer hardware, and so forth.
