The need to contract arbitration services arises from the lack of qualified technical personnel in the Municipal Department of Sports and Leisure. The Municipal Department of Sports and Leisure performs crucial functions for the proper functioning of public services, but the lack of specialists prevents the efficient execution of necessary sporting activities. The hiring of referees becomes vital to serve the public interest, encouraging and maintaining amateur sport in the municipality. Furthermore, refereeing is essential to guarantee fairness and impartiality in competitions, as disagreements in decisions are common in sporting events.
