The development objective of the Second Southeast Asia Disaster Risk Management Project for Cambodia is to improve the disaster and climate resilience of flood-damaged rural roads in target areas, improve the capacity of the Government to prepare for and respond to emergencies, and provide immediate and effective response in case of an eligible crisis or emergency. The project comprises of four components. The first component, institutional strengthening for disaster resilience in the rural development sector consists of following sub-components: (i) strengthening emergency preparedness and response; and (ii) planning and prioritization of rural resilience investment options in the Tonle Sap region. The second component, resilient rehabilitation and reconstruction of rural roads and bridge consists of following sub-components: (i) civil works for rural roads and bridges; and (ii) strengthening institutional capacity for road safety and climate resilience. The third component, project management s includes the provision of technical and operational assistance to strengthen the institutional, organizational, and technical capacity of Ministry of Rural Development (MRD) to support day-to-day project implementation, including coordination, procurement, financial management, social and environmental risk management, monitoring and evaluation, and reporting. The fourth component, contingent emergency response component includes the provision of immediate and effective response to an eligible crisis or emergency, as needed.
