The objectives of the Caribbean Regional Air Transport Connectivity Project for Haiti are to: (i) improve operational safety and navigation efficiency of air transport in the Recipient’s territory; and (ii) increase the climate and disaster resilience of associated infrastructure at the Recipient’s international airports. The Project has four components. 1. PAP (IATA 3-letter code for Port-au-Prince Toussaint Louverture Airport) and CAP (IATA three-letter code for Cap-Haïtien Airport) operational safety and navigation efficiency investments component will finance infrastructure and equipment at Haiti’s two international airports—PAP and CAP. It will finance, inter alia: (i) Civil works; (ii) Purchase and installation of equipment; (iii) Consulting and non-consulting services. 2. PAP and CAP airfield drainage system improvements component will reduce the risk of airfield flooding associated with the annual rainy season, hurricanes, and climate change at PAP and CAP by increasing the drainage capacity at both airfields and thus improving their climate/disaster resilience. This component would finance inter alia: (i) Civil works; (ii) Consulting and non-consulting services. 3. Institutional strengthening and project management component will: (i) strengthen the institutional capacity of the Ministry of Public Works, Transportation, and Communication (MTPTC), National Airport Authority (AAN), and National Office of Civil Aviation (OFNAC) to manage, operate, and oversee airport operations and their development through a combination of TA activities and training; (ii) provide technical assistance (TA) to assess the capabilities, needs, and opportunities for the use of Unmanned Aircraft Systems (UAS) in Haiti; ; and (iii) finance project implementation support. 4. Contingent Emergency Response component is included for rapid response in the event of an eligible emergency, subject to the request of the Government of Haiti (GoH).
