Ceará Water Security and Governance

The objective of the Ceara Water Security and Governance Project in Brazil is to strengthen capacity for water resources management in the Borrower's territory, improve reliability of water services in selected municipalities, and improve operational efficiency of water services in the city of Fortaleza. The project has three components (1) Increasing Water Security. This component aims at increasing water security through improved water resources management, expanded bulk water infrastructure and specific investments to ensure the safety of Project-related dams. It includes two sub-components: (1.1) Integrated Water Resources Management. This sub-component will contribute to strengthen the State’s water resources management and build its resilience to increased droughts by strengthening the technical capacity of key State agencies involved in water resources management. (1.2) Water Infrastructure. This sub-component will support the construction of the Banabuiú – Sertão Central Pipeline System to supply treated water from the Banabuiú Dam reservoir24 to selected municipalities, districts and rural areas in the Banabuiú and middle Jaguaribe river basins through the construction of an approximately 670km pipeline network and a treatment station near the source. It will also support dam-safety related institutional strengthening activities for SRH and COGERH, and specific measures related to the safety of the Gavião dam and Banabuiú dam, following the results of the Dam Safety Assessment. (2) Improving the Efficiency of Water Services. This component will seek to improve water supply service efficiency in the city of Fortaleza, and CAGECE’s operational efficiency.
