The development objective of the Digital Transformation Project for Chad is to expand access to affordable and resilient broadband connectivity and improve government capacity to deliver public services digitally. The project comprises of four components. The first component, climate-resilient broadband connectivity and digital inclusion will aim at closing the digital access gap by bringing affordable broadband services to rural communities and vulnerable populations, bringing public services (Component 2) and enhancing the presence of state in fragility, conflict, and violence (FCV) areas to strengthening resilience by building digital capabilities and services for conflict zones (addressing drivers of fragility in East and North of Chad). Digital infrastructure will be subject to quality standards for climate resilient and low-carbon digital connectivity. It consists of following sub-components: (i) strategic, policy, legal, regulatory, and institutional frameworks for resilient and affordable broadband access; (ii) rural broadband access; (iii) urban and peri-urban broadband access; and (iv) training and digital inclusion. The second component, laying key foundations for digital government services will provide support to build Government of Chad (GoC’s) digital platforms, strengthen institutional capacity for digital public service delivery to the Chadian population, enhance data security and personal data protection capabilities, digitalize prioritized services and systems, and enhance the government’s operational efficiency. It consists of following sub-components: (i) strategic, policy, legal, regulatory, and institutional frameworks for trusted digital services; (ii) enhancing foundations of digital government; (iii) digitization of payments; and (iv) digitalization of selected services.
