The People’s Republic of China has received the loan from the, World Bank, toward the cost of Shaanxi Energy Transition and Innovation Demonstration in the Heating Sector and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Heat Exchange Technical Casing Pipes for the (Phase II) – DK1 Mid-Deep Non-Interference Geothermal Heating Project in Yangjiacun Comprehensive Redevelopment, Xincheng District, Xi’an City (Contract No.: XA-YJC-G01). 2. The Xi'an Xinye Industrial Co., Ltd. now invites sealed bids from all eligible and qualified bidders for Heatexchanger Technical Casing (Oil Casing) and related services. The delivery period is 90 days from contract signature. 3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible bidders may obtain further information from China International Tendering Co., Ltd. and inspect the Bidding Documents at the address given below from September 9, 2026 to October 15, 2026. 5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified. 6. Qualifications requirements include: (1) Average annual turnover over the last three years (2023-2025) shall not be less than CNY 4.3 million. (2) At least 3 contracts successfully completed as supplier within the last three years. Value, nature, and complexity of these contracts should be comparable to the contract to be let.
