THIS IS A PRE-SOLICITATION NOTICE ONLY. This is not a Request for Proposal (RFP). No proposals are being solicited or accepted at this time. The Government is not liable for any costs incurred by interested parties in response to this notice.

The U.S. Army Corps of Engineers, Baltimore District, intends to issue a solicitation for the design and construction of a new Component Rebuild Shop at Letterkenny Army Depot, Pennsylvania. This solicitation will be competed on an unrestricted basis. The Government intends to award a single Firm-Fixed-Price (FFP) contract using a Two-Phase Design-Build to Budget (DBtB) approach aligning with selection procedures outlined in the Federal Acquisition Regulations. 

The scope includes demolition of an existing 16,700 GSF building and construction of a new facility containing vehicle repair bays, administrative offices, building support areas, and extensive site work including utilities, paving, and parking. The new facility of approximately 72,000 gross square feet (GSF) to support depot-level maintenance for various ground support and guided missile systems.

The anticipated period of performance is 1,095 calendar days from Notice To Proceed.

Pursuant to the nature of Design-Build procurement, the Government will not provide detailed construction plans. The successful offeror will be solely responsible for developing the design solution and for the professional integrity of the final design.
