Procurement - Works Framework

Birmingham City Council (BCC) is seeking to establish a new works services framework to support the delivery of high-quality, cost-effective construction services across a range of service areas.
BCC has a substantial and diverse construction spend profile, supported by a significant pipeline of projects varying in type, value, and complexity. This is underpinned by a property, plant and equipment portfolio valued at approximately £7 billion, alongside ongoing investment in the maintenance and improvement of schools, transport infrastructure, and housing.
Through this framework, BCC aims not only to deliver value for money and high-quality outcomes, but also to support the growth of businesses based in Birmingham and the wider West Midlands. The framework will be designed to create accessible opportunities for local suppliers, including SMEs, and to encourage participation across the regional supply chain. BCC is committed to using its procurement activity to generate positive economic impact, strengthen local capability, create jobs, and contribute to inclusive and sustainable regional growth.
The framework will provide a structured and compliant route to market for engaging suppliers, improving consistency, value for money, and alignment with BCC’s strategic objectives. The scope is expected to include both general works and specialist packages, addressing current gaps in provision, supporting high-volume areas of spend, and enabling a more efficient and consistent approach to procurement across a diverse construction portfolio. The proposed lotting structure will reflect this, covering planned works, refurbishment, new build and demolition, while consolidating high-volume refurbishment activity into a more streamlined delivery model.
