REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Philippines Japan Development and Social Fund No Bangsamoro Child Left Behind Grant No: TF045143 Assignment Title: Audit Firm Reference No. (CBCS-CS-FIRM-012) The Consortium of Bangsamoro Civil Society, Inc. has received financing from the World Bank toward the cost of 2.7 million dollars (US$ 2.7M) and intends to apply part of the proceeds for consulting services. The consulting services for the “Audit firm” referred to as the “service” is responsible for conducting and performing the audit to reduce audit risk to an acceptably low level. The Consultancy firm shall provide the following services within the project implementation phase (June 2026) commencing from the effective date of an agreement: Project Financial Statements Review of Statements of Expenditures and Interim Unaudited Financial Statements Review of designated accounts Audit Report Audit Opinion Other audit reports The Consortium of Bangsamoro Civil Society, Inc., now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: An accredited Audit firm. With 5-6 years’ experience in doing external audits - including data analysis and reporting on finance. Strong knowledge and adherence to accounting and auditing principles. Good decision-making abilities, problem-solving skills, and communication skills. Objective, impartial, professional, and trustworthy. Able to make informed and rational decisions and detail-oriented.
