The listed building, erected around 1900, originally served as barracks and stables and has been used by the Bautzen local branch of the Federal Agency for Technical Relief (THW) as a training and operations building with attached garages since 1992. It is a detached, elongated structure with two end buildings on the west and east sides. The building has a ground floor and an upper floor/attic. A partial basement was subsequently added to the converted western end building, and the ground floor level was raised. The attic in this area has a mansard roof. As part of maintenance measures, the roof covering approximately two-thirds of the building was renewed in 2019 and replaced with beaver tail tiles. The building is in considerable need of renovation, both to the building envelope and the technical systems. Based on the initial energy assessment, a detailed energy concept (stage 2) was developed, which takes into account the special requirements for listed buildings. Since 2023, the building has been supplied with heat via a district heating connection. The office and accommodation area of the listed building is to be upgraded in accordance with the federal government's energy efficiency guidelines for climate-neutral new buildings, extensions, and building renovations ("Exemplary Function of Federal Buildings for Energy Efficiency"). The project is to be fundamentally aligned with the "Sustainable Building" guidelines. Simultaneously, fire protection upgrades will be carried out in accordance with the fire protection concept. The total estimated cost for the construction project is approximately €4.0 million gross for cost groups 200-600 (DIN 276). The subject of this planned procurement procedure is the planning services for building and interior design in accordance with Sections 34 et seq. of the German Fee Structure for Architects and Engineers (HOAI) in conjunction with Annex 10 HOAI, encompassing service phases 2 to 8.
