The development objective of the Digital Governance and Economy Project for Mozambique is to increase access to legal identification, digital public services, and digital business opportunities. The project comprises of five components. The first component, building blocks: analog reforms, connectivity, and cybersecurity will focus on two critical building blocks of digital transformation: analog foundations (institutional capacity) and secured government connectivity. It consists of following sub-components: (i) analog reforms; and (ii) government connectivity and cybersecurity. The second component, enablers: identification systems and digital services seeks to develop the infrastructure for the delivery of legal identity and service delivery. It consists of following sub-components: (i) civil registration and identification; and (ii) digital government services. The third component, levers: govtech business ecosystem will foster the growth of the govtech ecosystem by supporting digital small and medium enterprise (SMEs) to take advantage of business opportunities that digitalization efforts will create, particularly those that will emerge through component 2 activities. It consists of following sub-components: (i) digital business ecosystem capabilities; and (ii) digital business pipeline. The fourth component, project management and implementation capacity objectives are to reinforce project implementation capacity, support operating costs related to project management and provide equipment for project management. The fifth component, contingent emergency response component (CERC) will establish a disaster contingency fund that can be triggered in the event of a disaster, through formal declaration of a national emergency, or upon a formal request by government.
