Djibouti Affordable Housing Finance Project

The development objective of the Affordable Housing Finance Project for Djibouti is to expand access to affordable housing finance for underserved populations in the Recipient’s territory. The project comprises of three components. The first component, mortgage guarantee mechanism will establish a mortgage guarantee mechanism aimed at supporting low-to-middle income households, by capitalizing a partial credit guarantee fund for affordable housing loans. The second component, innovative financing of affordable housing will mobilize the financial markets to provide innovative financial solutions for low-to-middle-income households. It consists of following sub-components: (i) financial solutions to low-income households for self-construction; and (ii) transformation of the rent-to-own contracts of low-to-middle income households into mortgage loans. The third component, technical assistance and project management will provide technical assistance to support the other components and help low-and middle-income households access affordable housing finance.
