The development objective of the Health System Strengthening Project for Djibouti is to improve the utilization of quality reproductive, maternal, neonatal, child, adolescent health, and nutrition (RMNCAH-N) services, with priority given to underserved areas, refugees and host communities. The project comprises of three components. The first component, strengthening service delivery platforms consists of following sub-components: (i) service delivery optimization; (ii) supporting the performance-based financing (PBF) and direct facility financing (DFF) schemes; and (iii) supporting the community health platform. The second component, strengthening institutions, citizen engagement and project management aims to strengthen the government’s capacity to implement and coordinate programs, within the Ministry of Health (MOH), across other ministries and agencies on cross-sectoral issues (e.g., stunting, female genital mutilation (FGM), refugees, climate), and between the central government and regional hospitals. It consists of following sub-components: (i) strengthening institutions; (ii) social mobilization for health; and (iii) project management. The third component, contingent emergency response component (CERC) will allow for rapid reallocation of project proceeds in the event of a natural or man-made disaster or health outbreak or crisis that has caused or is likely to imminently cause a major adverse economic and or social impact.
