The development objective of the Early Childhood Education and Care (ECEC) for Kosovo’s Human Capital Project for Kosovo is to improve the quality and equitable access to early childhood education and care services in Kosovo. The project comprises of four components. The first component, improving the quality of ECEC services objective is to improve the regulatory framework, and operational and implementation capacity to assess and improve the quality of ECEC services. It consists of following sub-components: (i) ECEC regulatory updates and development of the new ECEC quality and monitoring frameworks; (ii) capacity building of ECEC professionals; and (iii) development and implementation of cross-sectoral ECEC module for the education management information system (EMIS) and improvement of the core educational management information systems (EMIS) system. The second component, fostering multi-sectoral integration in ECEC service delivery objective is to support the government in improving child development outcomes, particularly through encouraging stimulating development for the first 1,000 days of life, reducing stunting rates through promoting exclusive breastfeeding and healthy nutrition, enhancing child monitoring and early interventions, and cross sectoral integration of services. It consists of following sub-components: (i) early stimulation and promoting healthy nutrition; and (ii) child monitoring and early childhood intervention program. The third component, increasing equitable access to ECEC services objective is to support the government’s priorities to increase access to ECEC services for families and increase enrollment rates. It consists of following sub-components: (i) green and universal repurposing, building, and renovating ECEC facilities; (ii) equipping of ECEC centers with new furniture and learning materials; and (iii) support for the participation of vulnerable children in the voucher program.
