Opportunity Overview

The development objective of the Enhancing Collection of Revenue and Expenditure Management Project for Congo, Democratic Republic of is to increase mining revenue transparency and improve expenditure management at the central level and in the project provinces. The project comprises of three components. The first component, strengthening public resources management at central government level objective is to support key public financial management (PFM) reforms and changes included in the public finances reform strategic plan (PFRSP), the fiscal decentralization action plan, procurement reform action plan, and PFM digitalization action plan. It consists of following sub-components: (i) strengthen mining revenue management; (ii) strengthen expenditure management; (iii) strengthen independent oversight arrangements; and (iv) capacity building for data collection. The second component, supporting resource management at provincial government level objective is to ensure the efficient use of provincial government, and decentralized territorial entities (ETD), resources, in order to improve service delivery. The third component is project and change management and emergency response activities. It consists of following sub-components: (i) project and change management; and (ii) contingent emergency response (CERC).
