The project intends to finance Individual Consulting services for the recruitment of a Procurement Expert to support procurement assessment and the development of procurement manuals and guidelines The objective of this individual consultancy service is to Conduct a comprehensive fiduciary assessment of procurement systems, procedures, staffing, and capacity across federal, regional, and woreda levels; provide targeted recommendations to mitigate gaps and risks and improve transparency and efficiency; develop and finalize procurement management manuals, operational guidelines, and a project procurement strategy; build capacity of the core design and implementation teams and Ministry staff through targeted training on procurement standards and best practices; and prepare an 18month procurement plan to support effective project design and implementation.
