The International House Jyväskylä unit of the City of Jyväskylä's employment services is putting out to tender Finnish language training as a purchased service. The services are aimed at immigrant clients of International House Jyväskylä and its project activities. The client specifies the target groups of the services and the content of the Finnish language training when submitting the tender. In addition to Finnish language training, the training may include, for example, motivational training in working life and digital skills, training to strengthen reading and writing skills, identification of competences and groups aimed at stay-at-home parents, in which case childcare may be arranged. Some of the services may also include language proficiency testing. The purpose of the tender is to find suitable service providers to produce the services in question. The training services to be arranged are not workforce training. The training services will be arranged in the Jyväskylä-Muurame employment area as local implementations. A dynamic procurement system (DPS) is established for competitive training services, within which competitive tendering is carried out. The dynamic procurement system has two stages. In the first stage, i.e. the establishment stage, candidates register for the system and their suitability is checked. All candidates who meet the eligibility and minimum requirements are selected to form the DPS system. In the second stage, i.e. the tendering stage, candidates can submit their tenders to the published calls for tenders. If necessary, the contracting authority may close the DPS system before its estimated end date. The contracting authority may also extend the validity period of the procurement system by means of a separate notice. The estimated total value of the procurement (excluding VAT) is €190,000.
