First Resilience and Green Development - DPL

The development objective of the First Resilience and Green Development : Development Policy Loan for Albania is to: (i) strengthen resilience of the government sector and households; (ii) strengthen the energy market framework and scale up renewable energy and energy efficiency; and (iii) protect the environment and reduce the country’s carbon footprint. The operation supports the national strategy for development and integration (NSDI) and economic reform program (ERP) through actions that build the resilience of Albania’s economy and support green development by increasing reliance on renewable energy (RE) and energy efficiency and protecting the environment and reducing greenhouse gas (GHG) emissions. The operation supports strategic area of the forthcoming NSDI. In particular, the first pillar of the operation focuses on improving resilience of the government sector and households by helping government to create more fiscal space, better manage climate-related risks (including risks to public investments), helping households insure against earthquakes and better targeting transfers to those with disabilities. The second pillar supports greater reliance on renewables to better meet current and future demand through market-based provision of additional RE (i.e., hydro, wind, and solar) and the operationalization of a single energy wholesale market that brings together producers and distributors. The third pillar supports improving environmental sustainability through the adoption of legislation limiting the use of plastic bags and the giving of responsibility for the recycling of packaging to producers.
