Hunan Subnational Governance and Rural Public Service Delivery Program for Results

The development objective of the Hunan Subnational Governance and Rural Public Service Delivery Program-for-Results Project for China is to enhance financing mechanisms for more equitable and efficient public service delivery of rural roads maintenance and compulsory education in the pilot counties and scale up selected practices across Hunan province. The program is structured around two results areas (RAs). The first RA, strengthened institutions for intergovernmental fiscal management and transparency will contribute to enhancing fiscal sustainability and enabling strategic allocation of public resources. It consists of following sub-RAs: (i) enhanced subnational debt management; (ii) enhanced predictability of intra-provincial transfers; and (iii) enhanced budget transparency and citizen engagement. The second RA, result-oriented financing for more equitable and efficient public service delivery will contribute to improved intergovernmental management and transfers to improve service delivery in rural roads and compulsory education. It consists of following sub-RAs: (i) enhanced asset management and financing of rural roads; and (ii) enhanced result-oriented financing of compulsory education.
