The objective of the Improving Access to and Value from Health Services in Papua New Guinea : Financing the Frontlines Project for Papua New Guinea is to contribute to increasing the utilization of quality essential health services in Project-supported provinces of the Recipient. The Project has four components. 1. Increase service delivery readiness and community-based service delivery component will increase readiness to deliver Frontline Health Services, as well as to trial and scale up community-based innovations to generate demand for and improve access to facility and outreach-based health services. This component has four subcomponents. 1.1. Strengthening readiness to deliver services at Frontline Health Facilities and through outreach subcomponent will increase service delivery readiness at Frontline Health Facilities in Selected Provinces. It will finance inputs to strengthen service delivery readiness. 1.2. Innovations in community-based service delivery subcomponent will scale-up digital innovations to improve access to and use of Frontline Health Services. 1.3. Strengthening readiness at Provincial Health Authorities subcomponent build the capacity of Provincial Health Authorities (PHAs) in Selected Provinces on Public Financial Management (PFM), service planning, supportive supervision, performance management, monitoring and oversight and other relevant areas to ensure good quality health service delivery. 1.4. National oversight subcomponent support national, primarily National Department of Health (NDOH), oversight of: (a) PHA reforms and (b) service delivery results of Frontline Health Facilities in Selected Provinces. 2. Improve frontline service delivery performance component will support a program of activities designed to strengthen health systems at the national and provincial levels in order to improve the delivery of Frontline Health Services in Project-supported Provinces. 3.
