Inclusive and Sustainable Economic Growth

The development objective of the Inclusive and Sustainable Economic Growth Development Policy Operation for Kazakhstan is to support Kazakhstan’s transition towards an economy that is greener, has more competitive markets, and greater inclusivity through implementing reforms organized in three pillars. Pillar 1 focuses on operationalizing key recommendations from the Country Climate and Development Report (CCDR) to support renewable energy scale-up, reform of tariffs in both electricity and heating to move towards full cost recovery, and greater energy efficiency. Pillar 2 supports the development of more competitive markets in the digital and financial sectors as well as transparent procurement practices. Pillar 3 focuses on inclusion through protecting the poor and promoting regional development and agglomeration.
